A Strategy and Tactics of Counteracting Organized Crime in the Information-Psychological Field

Anatoly Semyonovich Ovchinsky, Vladimir Semyonovich Ovchinsky

The growing use of information technology in criminal activities and the related increase of psychological influence on the population require adequate strategic decisions and tactical measures to counteract organized crime in the information-psychological field.

To be successful, that counteraction should be active and aggressive.

The strategy should comprise a well-thought-out science-based program of psychological influence on organized crime, corruption, terrorism, and other anti-social phenomena at all levels of society’s social organization.

Psychological influence requires the use of various news media and modern information technology.

Tactical methods of exerting information-psychological influence on members of criminal organizations are extremely diverse and should be used in combination with crime-detection and investigative operations.

One typical example of exerting information-psychological influence is the creation of an “alarm” situation in criminal organizations being monitored to provoke their activity, to compromise their leaders, to intercept information, to document criminal activities, to demoralize and eventually eliminate the criminal groups.
